In the summer of 1975,DCA took over the network management job from DARPA. Now DCA set operational policy for the network. DCA decided such things as where and when new nodes would be installed and what the configuration of data lines should be. And BBN retained the contract for network operations, which meant the company carried out the decisions made by DCA.
