In 1953, the Nationalist government had purchased a tract of land called Meadowlands, thirteen miles from the city. People were to be resettled there in seven different “ethnic groups.” The excuse given by the government was slum clearance, a smoke screen for the government policy that regarded all urban areas as white areas where Africans were temporary residents.
