With negotiations stalled, the ANC and its allies agreed on a policy of “rolling mass action,” which would display to the government the extent of our support around the country and show that the people of South Africa were not prepared to wait forever for their freedom. The mass action consisted of strikes, demonstrations, and boycotts.
