Performance on the Scholastic Aptitude Test (SAT) was essentially unchanged for a dozen years beginning in 1952, but then it dropped by 8.0 percent from 1963 to 1980. Inflation-adjusted expenditures per pupil rose 83.8 percent during the seventeen years.
