Maybe it was as Nolasco had said; McDonnel was the killer but did not intend to spend a day in jail or give Nolasco the satisfaction of apprehending him. Or maybe McDonnel couldn’t take the media’s intense scrutiny, the inability to go anywhere without being hounded.
I'm going with the latter.
