Yes, in theory, the product manager often “owns” the roadmap. But in practice, that ownership is never easy, absolute, or uncontested. In fact, the product managers who seek absolute and unilateral “ownership” of the roadmap as a document are the very ones who prove least effective at helping their teams deliver the actual software described in that roadmap.
