Whether Chanel is a “victim” or a “queen” depends on the observer. To conservatives, welfare harms the work ethic, making people dependent on the government. To progressives, welfare marginalizes the poor while failing to meet their needs. Lost in the vernacular of “welfare” is the word itself.
