Even so, more than four million Mexicans migrated to the United States as part of the Bracero Program, creating what scholars have called a revolving door of Mexican immigration; many thousands of Mexicans were deported at the same time that many thousands more were allowed to enter, only to be sent back through the revolving door once their employers were done with them.
