Taken together, these laid out an elaborate conspiracy theory. According to the Russian government, Sergei had prepared the documents used in the illegal tax refund. The government then claimed that Sergei gave these documents to the drunk, Oktai Gasanov, who passed them to their co-conspirators. One of these was the ex-convict, Valery Kurochkin, who signed one of the fraudulent tax refund requests and submitted it to the Russian tax authorities.
