We’ve seen extreme cases where, because there were no stable teams and all changes were made via temporary projects (mostly outsourced), applications became deeply coupled at the database level (shared data and procedures). This later impeded adoption of commodity systems for certain parts of the business since the latter could not be decoupled from the rest of the business logic.
