As the philosophical expression goes: it’s turtles all the way down. In a software context, this metaphor means that each platform is itself built on another platform, even if the underlying platform is hidden or implied. If the underlying or lower-level platform is not well defined or stable, the upper platform will itself be unstable, and unable to provide the firm foundation needed to accelerate software delivery within the rest of the organization.
