Great Britain and Scandinavia, to name two places, are a dream for the American guidebook writer. Not only is there no language barrier, but these cultures are characterized by hospitality and conscientiousness. Other places are a mixed bag. In Italy, people typically bend over backwards to help, but often have a less definitive command of those critical details. Portugal is the same, but even more so on both counts. Germany
is a special case: They have precisely the information you require—in fact, they take it even more seriously than you do—but, frankly, they’re not thrilled with the way you’re framing the question or attempting to simplify things, and oh by the way I’m so terribly busy will this take much longer?
I haven't been to Germany but I agree about Great Britain and Scandinavia being wonderful and easy for travel. I loved Portugal but it's true things are a bit wild, you're on your own to make things work, but it's a friendly place, and that counts for so much. Italy was neither friendly nor easy.
