Such political turmoil called for a level of military readiness that the Allies were unwilling to grant, so the Germans invented ways around it to avoid the interference of the Allied Control Commission. One was for university students to receive covert training during the semesters. These troops were referred to as the Black Reichswehr. In November 1923 it was Dietrich’s turn.
