Perhaps our administrative plan for Russia was less “moral” than the Americans’ extirpation of the red race and the seizure from them of the richest lands on earth. Perhaps it lacked the religious high-mindedness with which the Spaniards sacked Mexico and South America and destroyed the fascinating Inca and Aztec civilizations.
