Perhaps our administrative plan for Russia was less “moral” than the Americans’ extirpation of the red race and the seizure from them of the richest lands on earth. Perhaps it lacked the religious high-mindedness with which the Spaniards sacked Mexico and South America and destroyed the fascinating Inca and Aztec civilizations. And possibly, in some way not very clear to this writer, the British subjugation of India, or the commercial spoliation of China by all the European colonialists plus the United States, were nicer and more moral programs than the proposals in the Green Folder.
