Its Decker. He is the only one who couldve had the flexibility to be in the woods any day, he is the one who split the missing persons cases between multiple officers so they wouldnt notice how many he killed, and he is the only one who couldve insured that all/any survivors were silenced (and likely finished off if they escaped him). Aso they mentioned him being 6'4 and 'blocky' which is the same build as the "monster". The green eyes at night were nightvision goggles
