During the second stage, which Mao termed “strategic stalemate,” the focus should be on asymmetric tactics. During this phase, he advised, forces should “attack; withdraw; deliver a lightning blow, seek a lightning decision . . . withdraw when he advances; harass him when he stops; strike him when he is weary; pursue him when he withdraws.”24
