It has been called the reign of the experts, but it is in actual fact the reign of the technicians. Economists today have the means of being technicians near the seat of state power. But even without wishing to take account of this tendency, we know that these means of observation of reality will not remain inert. Like all techniques, they possess specific weights and direction.
