It may be noted in passing (and this confirms our thesis of the unity of the technical phenomenon) that the improvement of statistics makes it necessary for the state to intervene in economic technique: the publication of statistics may be of great utility to the intelligence services of some eventual enemy. Stuart Arthur Rice gives examples of statistics in foreign commerce which contributed to sabotage operations.
