The first is practical: repealing Citizens United requires a constitutional amendment, which requires a supermajority. The second is the fact that companies have plenty of ways to exert influence even if their contributions to super PACs have a limit. They can donate to issue areas or special interests or encourage employees to give to a particular candidate.
