Curiously, the TIRF REMS program was sponsored and administered not by government regulators but by corporations in the industry, most notably the TIRF manufacturers themselves. In other words, the drugmakers were supposed to police the prescribing of drugs they were promoting. Being part of the program meant that Insys had access to reports listing every single Subsys prescription.
