Before weapons are deployed, strategists must understand the iterative effect of their use, the potential for escalation, and the avenues for deescalation. A strategy of responsible use, complete with restraining principles, is essential. Policy makers should endeavor to simultaneously address armament, defensive technologies and strategies, together with arms control rather than considering them as chronologically distinct and functionally antagonistic steps. Doctrines must be formulated and decisions must be made in advance of use.
