To ensure the safety, life and property of the Hindu–Sikh and other minorities in Pakistan, the Government of India must make it very clear that Muslims in India ‘shall receive the same treatment for better or for worse in kind and in scale that the Hindu-Sikh minority receives at the hands of the Moslem Government, in all respects such as representation, services and even rights of citizenship’.
