What is worth noting is that Yusuf had asked to become a minister in a non-Muslim government, so that he may use his skills to help the people. From this, we can derive that Islam encourages striving for the betterment of our societies in whatever way possible. There is no harm in working for a non-Islamic government as long as it benefits the community at large and does not hinder our religious practices or harm our beliefs.
