In 2004, a man named Joel John Roberts published a plaintive book called How to Increase Homelessness. In it he pointed out that, for more than thirty years, a large and financially motivated lobby of homeless service providers, homeless housing developers, labor unions, for-profit consultants, and advocacy groups have lobbied at the federal, state, and local level to increase funding for themselves.
