Testing would be a major gap in our response and the most visible symptom of the capabilities that we lacked in confronting a public health crisis of this magnitude. We just didn’t have the resiliency in our system to quickly step up the production of test kits and testing equipment at the scale that was required. We couldn’t organize a collective effort to get key industries all working in a coordinated way to plug these gaps in time.
