By September, the Uttar Pradesh government announced that the state’s 33 districts are virtually devoid of active cases, despite having a vaccination rate of only 5.8 percent.49 The Hindustan Times reported, “Overall, the state has a total of 199 active cases, while the positivity rate came down to less than 0.01 per cent.
