PREDICT appeared to be a reincarnation of the CIA’s Argus project under the cover of USAID. PREDICT is the largest single source of funding to Daszak, with a $3.4 million subgrant routed through the University of California (2015–2020). PREDICT became the largest funder of gain-of-function studies and served as the principal funding vehicle through which the gain-of-function cartel evaded Barack Obama’s 2014 presidential moratorium.86
