Yet, as the activist/scholar Ben Case pointed out in ROAR Magazine, the terms of this debate are seriously muddled. For example, the data set that Why Civil Resistance Works uses defines “violent” movements in terms of warfare without “variables for any type of violent action that falls below the threshold for war.”
