Legionary fortresses, each capable of accommodating thousands of men, were established at Caerleon, Chester and York, and from these main bases an extensive network of garrison forts was spread through the hills and valleys beyond, in order to subdue or exclude the peoples that lived to the north and west – the Celtic inhabitants of what are now Scotland, Wales and Ireland.
