The owner, who is Jason Bell. And he must have stopped when Andie dies. Also, the article on the fourth victim of the DT killer said that killers insert themselves knto the crime scene to be helpful and not suspects. Which is exactly what Jason did. It all makes sense.

And some of these killers, they even try to insert themselves into the police investigation somehow, offering tips or to help with search parties and the like.

That's what Jason did
