The rulers responded. They regarded Jews as an exceptionally law-abiding and wealth-producing element in the community. The stronger authority was, the more likely the Jews were to be safe. Trouble came, in both Christian and Moslem lands, during waves of religious enthusiasm, when fundamentalist priests overawed the ruler or, worse still, turned him into a zealous convert.
