Some of the Soviet anti-Semitic material, circulated at a very high level, almost defied belief. In a Central Committee memorandum of 10 January 1977, one Soviet anti-Semitic expert, Valery Emelianov, claimed that America was controlled by a Zionist-masonic conspiracy ostensibly led by President Carter but actually under the control of what he called the ‘B’nai Brith Gestapo’.
