The other doctor in the room, Richard Hatchett, had somehow already been given the job of writing the key chapter in the plan, chapter 6, which would be the strategy for minimizing illness and death in humans. The divvying up of the plan was a bit like musical chairs, and when the music stopped, everyone but Carter had a seat.
