The idea of India has to address the citizens of the nation state, all those that create visible cultures and also those whose cultures we have treated as substratum but which have to be made visible in the shaping of this state. Citizens have rights and, as has been said, we have the right to have rights: rights that will bring some quality into the lives of all, and the guarantee of this has to come from the state and through the Constitution.
