in later years I came to see that what was of real importance to the wage earners was not how they might conduct a quarrel with their employers, but how the business of the country might be so organized as to insure steady employment at a fair rate of pay. If that were done there would be no occasion for a quarrel, and if it were not done a quarrel would do no one any good.
