When Neil Sheehan traveled with Westmoreland on his plane in the summer of 1966 he asked if Westmoreland was not worried by the enormity of civilian casualties which the bombing and shelling were causing in the South. “Yes,” said Westmoreland, “but it does deprive the enemy of the population, doesn’t it?”
