Westmoreland asked for a major American troop commitment, and for freedom to use the troops as he saw fit. He was asking for immediate U.S. reinforcements totaling thirty-five battalions; in addition, he named nine other battalions that he might soon want. This became known within the bureaucracy as Westmoreland’s forty-four-battalion request.
