Since there was neither a hot nor a cold war in Laos, the problem fell between State and Defense—the very small war, semi-covert—and thus it was a CIA show, the country perilously close to being a CIA colony (in the sense that the local airline was run by the CIA, and a good many of the bureaucratic jobs were financed by the CIA).
