The Joint Chiefs wanted to put some troops into South Vietnam, not so much to engage in combat as to show American firmness (not realizing, of course, that in the particular rhythm of the war, if the Americans upped the ante, so would Hanoi and the Vietcong). Presumably the number would be low, though it was not specified.
