The handful of genuine experts in the China field saw their careers totally destroyed, driven out of the Department, a scarlet letter branded into them. But not Dean Rusk. Rusk was clean, and the Kennedy people were reassured—be grateful for small favors—though the very fact that Rusk had not been involved in the China problem, that he was not burned, should have been some kind of warning.
