The only thing wrong was that the war was not being won; it was, in fact, not even being fought. The ARVN was a replica of the past, was even more arrogant now than ever. All the old mistakes were being repeated in the field; the army still systematically enraged the population by running giant sweeps through peasant villages, with its soldiers stealing chickens and ducks.
