For it was there and then in effect, with Truman presiding, that the decision was made not to let the crisis in Korea, however horrible, flare into a world war. It was a decision as fateful as the one to go into Korea in the first place, and stands among the triumphs of the Truman administration, considering how things might have gone otherwise.
