Roosevelt had left behind no policy in writing other than a brief agreement signed with Churchill at Hyde Park the previous autumn saying only that once the new weapon was ready, “It might perhaps, after mature consideration, be used against the Japanese, who should be warned that this bombardment will be repeated until they surrender.”
