This variance in ability (as well as the multiplicity of extant problems and the impossibility of training everyone in all skilled domains) necessarily engenders a hierarchical structure—based ideally on genuine competence in relation to the goal. Such a hierarchy is in its essence a socially structured tool that must be employed for the effective accomplishment of necessary and worthwhile tasks. It is also a social institution that makes progress and peace possible at the same time.
