The best guess must surely be that Himmler was fully informed of the progress of the plot, knew that von Stauffenberg was the leading spirit in the young ‘Graf’s circle’, knew he had been called to the Wolfschanze on 20 July – indeed he was working with him to supply reinforcements for the eastern front – and assumed that he would or might make the attempt then.
