By the time he returned for the Second Continental Congress, in late spring 1775, a month after Lexington and Concord, Philadelphia had become the capital of a revolution. Troops were drilling; lavish entertaining was out of fashion. Congress was in the throes of creating an army, appointing a commander-in-chief, issuing the first Continental money.
