In 1773, Rush had published a pamphlet attacking slavery, and in 1774, the year the First Congress convened, he had helped organize the Pennsylvania Society for Promoting the Abolition of Slavery. He had appealed to the clergy to recognize slavery as a sin, and urged all legislators, “ye advocates for American liberty,” to work for the liberty of blacks as well. The eyes of the world were watching, Rush charged. Yet he himself owned a slave.
