If the Vice President had seemed hesitant or nervous performing his small part earlier, the President was no better. Washington’s hands trembled holding his speech, which he read in a voice so low that many in the room had difficulty hearing what he said. No part of the address was particularly distinguished or memorable and the delivery was monotonous throughout.
