The Iraq campaign in particular had divided the country and strained alliances. Meanwhile, the use of extraordinary renditions, black sites, waterboarding, indefinite detention without trial at Guantánamo, and expanded domestic surveillance in the broader fight against terrorism had led people inside and outside the United States to question our nation’s commitment to the rule of law.
